governments are private institutions

I call the government a private institution and so-called “private” businesses are public institutions.
Simply because: politicians are egotists that steal our money to do things to us that we don’t want, but which they enjoy (which they do, if only because, we do not want them).
A business depends on voluntary donations, or rather voluntary purchase decisions by the public. So long as that business is not made of political entrepreneurs (so-called entrepreneurs that lean on government to provide special favours, subsidies etc.) but of market-entrepreneurs, that are capable of satisfying the desires of the public, instead of countering them. Pleasing us v. offending us.
