However, when the government in 2022 decided to boycot the Russian people until Vladimir Putin was stopped or removed (or killed), they rejuvenated the jurisprudence of the treaty of Versailles by implying that the Russian people deserved punishment for not risking imprisonment (or worse) by rebelling against the democratically elected president. The first Russian presidential elections were not planned until 2024, so if the Russian people want to avoid suffering punishment for at least 2 years, they have to stop, or remove from office (or kill) Putin 2 years before the elections.

Putin had previously announced to posses unstoppable hypersonic rockets, to defend Russia (ie his own position as president). Boycots may thus lead to those rockets being fired at countries, the governments of which try to have him overthrown (or worse), by his own population. Risking the lives of the populations of said countries, unless they stop (or worse) the government. Article 41 fails to address this possibility. Thus is not a limitation on anyone trying to defend themselves against the legislator.
